Anthropic implemented a new policy on April 4, 2026, preventing Claude Pro and Max subscribers from using their flat-rate plans with third-party AI agent frameworks such as OpenClaw. The change took effect today and has triggered significant backlash from the developer community.

Previously, users could run OpenClaw, custom agents, and other external frameworks against their Claude subscription at a fixed monthly price. Starting today, such usage patterns must be billed per token through extra usage bundles or through Anthropic's API.

Anthropic justifies the decision by citing the "outsized strain" these third-party tools place on their systems, and noting that the subscription model was never designed for continuous, autonomous agent usage. Boris Cherny, Head of Claude Code at Anthropic, confirmed the company is working hard to meet the increased demand.

For some developers, the real cost could increase by up to 50 times compared to the previous monthly rate. Peter Steinberger, the creator of OpenClaw and a recent hire at OpenAI, criticized Anthropic, claiming the company copied popular features into its own closed harness before locking out open-source alternatives.

To ease the transition, Anthropic is offering a one-time credit equal to the monthly plan price, redeemable until April 17, 2026, as well as discounts of up to 30% on pre-purchased extra usage bundles. Full refunds are also available for users who wish to cancel their subscriptions.

OpenClaw as a tool is not banned, but access to Claude via subscription is now blocked for such use cases.
