OpenAI Launches Plugin System for Codex: Enterprise Governance for AI Coding Agents

OpenAI has introduced a plugin system for its AI coding platform Codex, announced on March 28, 2026. The system lets enterprises package coding workflows, application integrations, and tool configurations into versioned, installable bundles.

Plugins can integrate Codex with tools like Slack, Figma, Notion, and Gmail. IT administrators gain the ability to standardize and distribute specific agent behaviors across development teams.

Distribution happens through defined catalogs where admins can set installation policies: install by default, make available, or block plugins. This gives enterprise customers control over which AI capabilities their developers can access.

At launch, OpenAI's official plugin directory features a curated selection. Self-serve publishing for third-party developers is marked as "coming soon." Enterprises can create private catalogs in the meantime.

The move positions Codex as more than a coding tool. It is a step toward becoming a broader work platform. Claude Code has had similar plugin functionality since October 2025, so OpenAI is playing catch-up here.

For CIOs and IT leaders, the governance angle is notable: the ability to control and standardize AI agent behavior at the organizational level directly addresses enterprise needs for security and compliance.
