OpenText expands its sovereign AI cloud push in Europe with AWS and Google Cloud
OpenText made two related announcements on April 13 that point in the same direction: more AI infrastructure under European control. The company is making several of its data and AI solutions available on AWS European Sovereign Cloud, while also partnering with S3NS, Google Cloud's French partner, on a trusted cloud architecture for regulated environments.
The common theme is data sovereignty. OpenText is positioning content management, security and archiving as AI-ready platforms for organizations that need to keep sensitive data inside EU or French regulatory boundaries. That matters especially for government, finance and healthcare, where jurisdiction and operational control have become strategic requirements.
This is notable because the market is shifting from general-purpose AI platforms toward regional and regulation-aware stacks. In practice, OpenText is trying to combine hyperscaler innovation with local control, rather than forcing customers to choose between full public cloud and full isolation.
For European CIOs, the signal is clear: AI architecture is increasingly a sovereignty issue, not just a performance and cost decision.
